  • Overview

    This role oversees the company’s Facility Engineering and Maintenance functions including Facilities, Utilities, Building Operations, Facility Planning, Security, Capital and Special Projects in Noven Pharmaceuticals, Inc. The Facilities Engineer is accountable for achieving business objectives that ensure the building and equipment are designed for safe use by company employees, work schedules are adhered to, costs are contained, and work is performed in a manner that is compliant with government regulations.

    The Engineer supervises, coordinates and participates in all activities performed by Facilities personnel, to include maintenance and repair of facilities; supervision and management of new construction and renovation projects; custodial, grounds and landscaping operations; planning and budgeting. He/she leads and acts as point of contact for all construction and renovation work to site buildings, facilities and grounds and prepares, coordinates, manages and maintains Facilities and Utilities programs and procedures as they relate to areas of responsibility.


    Provide oversight and direction to the facilities maintenance organization in execution of improvement projects including, but not limited to: construction projects, equipment projects that are capital and non-capital purchases.

    • Oversees all preventative, predictive, corrective and emergency maintenance work for the site. This includes trouble-shooting of manufacturing, and utility operations ensuring reliability of equipment, efficient utilization of maintenance resources, adherence to uniform policy practices amongst the site maintenance groups and cGMP compliance. This also includes sourcing of maintenance materials and outside purchased maintenance and appropriate inventory levels of spare parts and materials.
    • Ensures the delivery of reliable utilities, which include electric, compressed air, water, tower water, chilled water, etc. to the site customers in a cost effective manner in order to keep the plant running.
    • Directs the activities of facilities engineering, maintenance and utilities personnel, managing departmental operating and capital budgets, planning and tracking.
    • Oversees development of an integrated site, utilities, infrastructure, space allocation master plans and the implementation of strategic objectives compatible with those of the functional groups on the site.
    • Oversees development of employees within the departments ensuring training and development opportunities are provided for each employee’s continued growth and increasing contributions to the site.
    • Develops and implements capital plans, which includes defining scope with customers, design and detailed engineering, project cost estimation, submitting appropriate justification and funding requests, and adhering to cGMP, budget, schedule, safety, and quality commitments.
    • Ensures continuous monitoring and responding to all HVAC, refrigeration, stability chamber, alarm conditions, security alarms, and instituting corrective measures per specific SOP’s. Delivers lean utilities to classified and restricted manufacturing areas on a 24/7 schedule.
    • Responsible for forecasting the operating and capital budgets for the coming years. Administers the process within the section so that individual department budgets are compatible within the overall guidelines. Responsible for submitting the final section consolidated budget for approval.
    • Manage all utilities systems in accordance with manufacturer’s specifications, EHS, cGMP and established company safety policies and procedures.
    • Evaluate/improve facilities’ operations to optimize productivity and quality.
    • Prepare/establish budget for department; monitor adherence to budget and authorize expenditures.
    • Contract with outside service providers for various facilities and equipment-related maintenance needs.
    • Provide recommendations to upper management to resolve maintenance issues and operation improvement.
    • Support the monitoring and maintenance of the operation and data associated with building management systems (BMS).
    • Represent the Facility Maintenance group/process/systems/equipment during internal and external audits including regulatory agency visits.
    • Provide the Quality department required information during audits by regulatory agencies or partners.
    • Collaborate with Product Development, Manufacturing, Quality and other organizations to provide engineering support to meet the specific design requirements necessary for the successful introduction of new products into the manufacturing facility.
    • Lead multidisciplinary teams within the company to solve facility equipment issues.
    • Develop systems for facilities engineering reporting and ensure accurate and timely reporting of critical information.
    • Provide technical assistance to the facilities maintenance technicians as necessary.
    • Support the implementation and optimization of the CMMS (Computerized Maintenance Management System) software system operation.
    • Adheres to all state laws, site policies and guidelines, department policies, procedures and regulations.
    • Perform other related duties as assigned.


    Knowledge, Skills & Abilities


    • Working knowledge of current Good Manufacturing Practices (cGMP), FDA and International regulations.
    • Planning skills including resource allocation and timeline development.
    • Project management skills, project budgeting and contract administration, and an ability to multi-task and prioritize frequently changing needs.
    • Strong familiarity with principles and practices of facility planning, construction and building maintenance.
    • Excellent interpersonal, communication, problem-solving and organizational skills.
    • Proven skill in effective management and leadership.
    • Ability to analyze complex development problems and propose and implement a creative solution.
    • Ability to manage multiple projects and priorities.
    • Ability to create and manage departmental budget.
    • Working knowledge of Preventative Maintenance and Reliable Maintenance Programs.


    Education & Experience


    Bachelor’s Degree in Mechanical or Electrical Engineering. MBA is a plus and Eight (8+) or more years of experience in a facilities maintenance and/or engineering/management role of increasing responsibility, preferably in the pharmaceutical,  medical device manufacturing or healthcare environment.

    Good written and oral English communication skills. Computer literate a must, strength with Statistics used for Design of Experiments as well as MS Project and Excel required.  Lean Sigma, TQM, Project Management, capital projects, equipment refurbishments and facilities-utilities renovations.  Experience with Business and Technical systems such as TrackWise, Master Controls, JDE, Minitab, AutoCAD and AutoDesk Vault a plus.




    • Specific training in medical device / pharmaceutical engineering practices, guidelines, validation principles, management practices, cGMP utility maintenance and operations.
    • Demonstrated experience making decisions around the prioritization and assignment of work flow within the engineering services group.
    • Successful track record responding to utility and equipment failures in support of 24/7 production operations.
    • Demonstrated experience leading in the development of options and decision making on site master planning issues.
    • Develop and maintain successful working relationships with both internal and external clients.
    • Personnel evaluation and selection using established Noven guidelines.
    • Manage exempt, non-exempt, hourly employees or contractors directly.
    • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Determine methods and procedures on new assignments and may provide guidance to other lower level personnel.
    • Ensure the success and development of individuals on the project team by defining clear expectations, providing timely and specific feedback and holding others accountable.
    • Demonstrated experience making decisions on human resources issues when made within the departments approved budgetary guidelines.
    • Hire, train, supervise, counsel and evaluate direct-report employees; conduct and submit annual performance appraisals; recommend/authorize pay adjustments as appropriate.

    Physical Demands:  Regularly stands for more than two hours at a time, with some stooping and bending. Visual acuity and manual dexterity required to operate computer, and proofread documents.
